It doesn’t matter how high it is. All that matters is that the receiver have a clear line of site to the satellite. Many are installed only three feet off the ground or less now.

No the dish can be stood on the ground if you like - after all the signal has come 200 odd miles from the satellite - another few feet is neither here nor there.
